I agree that charging people to remove the mugshots is not a nice practice. On the other hand people paying to do so aren't too bright either. It's a matter of public record. Unless the courts step in and keep law enforcement from publishing the mug shots at all they will always be available (although maybe not as easily available in convenient one stop shopping).
But picture of crimes in progress by updykes in full uniform will always be fair game. As well as perverts voluntarily giving interviews to TV stations. And unless the city of New Orleans totally bans cell phone cams there will always be material available.
