I'd like to know what went on in the pitch meetings for this.  

"Hey, remember how we took Ben Affleck and made a really dark Batman v. Superman movie?  What if we did that and made Sher Khan be the Joker?"  

"We'll start with this and then do darker tellings of other movies.  Like Beast where Belle is starved and sexually abused by a creature or Dive where a guy nearly drowns before a sea creature comes on land and rapes him."  

"It's been more than two years before the vastly better Jungle Book live action was made by Disney.  It's time." 

"This one won't appeal to kids because it's dark and gritty.  It won't appeal to teens or adults because they'll be expecting a kid's movie.  There's no natural audience.  Let's do it!"

It's kind of like how the WWE writes and books their shows.
