I always thought it started with David Allan Coe who used to be introduced as a "Motorcycle Outlaw" when he opened for Willie and Waylon.

Coe released a couple of albums before Honky Tonk Heros, but neither were that popular and his fist album was more bluesy than outlaw. Or at least that is the way I see it. To me Honky Tonk Heros was the game changer for outlaw music.
